bribed and this is just one of those facts which go to shew that this was not a bogus list got up for the purpose of incriminating

the police.

With reference to paragraph 25 of Stanton's petition

I see no absurdity in saying that he corruptly neglected to report

this gambling

Stanton knew or ought to have known of its existence. It is of

course possible that Stanton did not know actual house in which the

it was a discovered house in the sense that

gambling was going on and that, provided he received the bush money

regularly, he did not care in which house they were playing,

although I think this is improbable.

With reference to paragraph 20 of Stanton's petition it

drawn

is clear that it was not

by the same person that sent in his

written defence at the conclusion of the departmental enquiry.

In the latter Stanton speaks of "others of excellent character

having been recommended for dismissal" apparently referring to Baker

Witchell and Helt. Witchell has, as you know, not only been found

guilty by a Jury, but has fully confessed his guilty after denying

it "upon his honour and upon his oath" and Halt practically admitted

his guilty by not denying it and by making no statement in defence.

With reference to Quincey's petition I do not think I

need say anything about the Chinese character used to represent his

name in the gambling house keepers account, or about the mode of

trial.
